No. You may not be fit for the position you were interviewed for but you can be referred for another position and you also have the opportunity to develop yourself & be re-scheduled for another interview.

It is possible certain jobs were put on hold for various reasons, once you have completed documentation, be rest assured you will be placed on a job as soon as possible.
